The project, which is owned by One Energy Asia, is a 50% joint venture between the Mitsubishi Corporation and the Hong Kong-based CLP Group, which owns a 50% stake.

On 16/1/2017, the investor signed the investment agreement with the General Department of Energy (Ministry of Industry and Trade), but due to procedural issues, the project was slow to progress.

In Announcement No. 293 / TB-VPCP dated 14/8/2018 of the Government Office, the Prime Minister assigned the Ministry of Industry and Trade to assume the prime responsibility to expeditiously complete procedures and strive to sign BOT contracts in the third quarter of the year. 2018 and start construction in Q1 / 2019.

Vung Ang Economic Zone has been planned by the Government to become a large thermal power center with a total capacity of 6,300 MW. Vietnam Electricity Corporation has completed the construction of Vung Ang I Thermal Power Plant with the capacity of 1,200 MW. The factory has been operating commercially since January 2015, so far supplying the national grid with over 15 billion kWh of commercial electricity.

In the first 8 months of 2018, Vung Ang I Thermal Power Plant (Vung Ang Economic Zone) produced over 3.8 billion kWh of electricity, revenue of 5.487 trillion dong and contributed over 280 billion dong to the state budget.
